Returns a signed usage report as a JSON file download (Content-Disposition: attachment, named bookend-usage-<year>Q<n>-<installId>.json) containing the payload, its canonical JSON, the RS256 signature and the signing key id, for delivery to Bookend by hand. Administrators only. 404 for an unknown report, 409 when the id belongs to a heartbeat record rather than a signed report.
